Do I have to be a resident of Texas to obtain an LTC?

No. Per Texas Government Code §411.173, legal residents of another state or persons who relocate to Texas with the intent to establish residency may obtain an LTC. Those individuals must submit an application, pay the required fees, successfully complete the required training in Texas and submit all supporting documents. They also must submit form LTC-6, two passport style photos and a copy of their out-of-state driver license or state issued identification card. Note, however, that all LTC applicants must be legal residents of Texas or another state.

Texas Government Code § 411.173 Non Resident License Sec. 411.173. NON-RESIDENT LICENSE.

(A) THE DEPARTMENT BY RULE SHALL ESTABLISH A PROCEDURE FOR A PERSON WHO MEETS THE ELIGIBILITY REQUIREMENTS OF THIS SUBCHAPTER OTHER THAN THE RESIDENCY REQUIREMENT ESTABLISHED BY SECTION 411.172(A)(1) TO OBTAIN A LICENSE UNDER THIS SUBCHAPTER IF THE PERSON IS A LEGAL RESIDENT OF ANOTHER STATE OR IF THE PERSON RELOCATES TO THIS STATE WITH THE INTENT TO ESTABLISH RESIDENCY IN THIS STATE. THE PROCEDURE MUST INCLUDE PAYMENT OF A FEE IN AN AMOUNT SUFFICIENT TO RECOVER THE AVERAGE COST TO THE DEPARTMENT OF OBTAINING A CRIMINAL HISTORY RECORD CHECK AND INVESTIGATION ON A NONRESIDENT APPLICANT. A LICENSE ISSUED IN ACCORDANCE WITH THE PROCEDURE ESTABLISHED UNDER THIS SUBSECTION:

(1) remains in effect until the license expires under Section 411.183; and (2) may be renewed under Section 411.185. You can take the online Texas LTC class from anywhere in the United States and receive a Texas license to carry without ever coming to Texas. It also does not matter which state you are a resident of or which state’s drivers license you have.  Texas issues a permit to residents of all 50 States. Non-Texas Residents will be exempt from the shooting portion.  Others on the exemption list from having to to do the shooting portion will obviously be certain Texas residents.  Texas and 36 other states honor the Texas Concealed Carry handgun permit.  This means that even though you might be in one of 14 states which does not honor Texas license, you can still carry a handgun in one of the 36 that does.  Learn individual state laws pertaining to traveling though those states.
